With almost all other OEM's going to a much less expensively priced machine via manufacture and assembly in cheaper parts of the world, Charmilles found themselves supporting a LOT of old equipment and not selling any new ones. With the Swiss government forced acquisition of Agie, they had a lot on their plate.

The 50A uses a windows version or Brother Comm, but that does not work with the 3100, so likely It is a QBasic program, running in a Dos window only, no modern updates available for it. I know WinXP and everything before works but when I last tried with Win7 it did not.
